I have the honour to acknowledge

receipt of your Confidential Despatch of 22nd. December

last regarding the conveyance of rails by the Siberian

route and to state that I concur in the arrangements pro-

-posed in the accompanying correspondence.

Non-confidential despatches will

accordingly be posted as from this date either by American

Mall Steamers leaving this Port on Saturdays or by French

Mail Steamers leaving on alternate Mondays, both means of

conveyance being safe, according to the report of the

Postmaster-General, to make the necessary connection at

Shanghai. Confidential Despatches and bulky documents will

continue to be sent via Suez,
